        Sixty years ago, when Social Security was started, the potential for
harm from using Social Security Numbers as a form of identification was
recognized.   It is a unique identifier affording access to unique personal
information not otherwise easily obtainable.   The citizenry offered to
provide their unique personal information into that giant central system
reluctantly because they foresaw the potential for harm.
        Sixty years ago people were promised that their Number would never
be used outside of the Social Security Administration.    The card itself,
yet today, carries on the face of it the promise: "Not To Be Used for
Identification."
