This is really good news but what is so ironic is that it was the NIH that was the main opposition to the Udall Bill--they felt it threatened their sovereignty in how they spent the research money. They felt that if the Udall Bill succeeded then other organizations such as the American Cancer Society, etc. would then demand their own bills.
