For the retirement states, like Arizona and Florida, and for states in
which the mean age  is older than average (Maine, Mass., NH, RI, CT, NY,
Nj,, PA. OH,
WI (there it is, and older than average!), MI, IA, ND, SD, NE, ,MO, WV, AR,
OK, and  OR) the number of PDs per congressional district can be
legitimately  estimated HIGHER than 3,500.

But I'd not recommend the other states LOWERING their number from 3,500.
