I agree that non-residents/taxpayers should NOT approach the US Congress. But that doesn't me to do nothing. I may be naive, but I WOULD approad Udall support via President Clinton - VP Gore. Imagine what a little Executive support would do if Prime Ministers and world leaders were to drop these guys a note.
