Jacob, this is just a layman's thoughts about the neurons: If a part of the
body is dead, I believe it decomposes, and  quickly damages surrounding
tissues. I am thinking of gangrene.  Probably the neurons are just dormant,
or unable to do their job, like a car battery with dirty contacts, the power
is there, but it can't get out to do any useful work.
Since the brain does work with electrical impulses, maybe that is a good
guess. Ken B
