Senate Passes Udall Bill as an Amendment to the Labor, Education & HHS
Appropriations Bill

Grassroots Advocacy Praised on Senate Floor

The United States Senate overwhelmingly passed The Morris K. Udall
Parkinson's Bill as an amendment to the Labor, Education & HHS
Appropriations Bill.  The amendment (S. 1074) introduced by Senators
Wellstone (D-MN) and McCain (R-AZ) was co-sponsored by 22 senators.  The
final roll call vote (on the amendment) was 95-3.

Senators Wellstone and McCain praised the efforts of the APDA and the other
Parkinson's organizations and made special mention of the strenght and depth
of the grassroots advocacy effort.

The Senate plans to vote on the Labor, Education & HHS Appropriations Bill
by the close of business on Friday, September 5, 1997.  If the bill passes
in the Senate then the Wellstone/McCain amendment (Udall Bill) officially
becomes part of the final version.  The House of Representatives begins
debate on their version of the Labor, Education & HHS Appropriations Bill
today on the floor.  At this time, it is unlikely a similar amendment (Udall
Bill) will be part of the House bill.  Once the Senate and House pass
versions of the Labor, Education & HHS Appropriations Bill it is sent to a
conference committee were any differences are worked out.
