I am served by a small, local Internet supplier who has a lot phone line capacity. I never have a busy signal or any problem connecting. Therefore the problem may be with the specific the Internet supplier. Maybe as a ratio of the utilized capacity over the total capacity approaches 1 (or a certain limit) for a given supplier, everything slows down to the speed of continental drift. Or even slower, say the speed of AOL. Peace, John
