Charles, as I write this the Senate vote has not been totaled, but the no
votese are certainly in the single digits. I guess that the only thing
between us and uncorking that champagne is the possibility of a
presidential line item veto - very, very remote, I would think.
It's 91-4, with 5 senators not voting.
