Phil,
"Authorize" gives you official sanction to spend the money once you have =
it. "Appropriate" actually gives you the money. Authority to spend the =
money must have already been given before it can be appropriated.
Of course the next question is, once it has been authorized is =
appropriation automatic? The answer is NO. But normally authorized =
monies are appropriated without any problem.
