In Kansas, handicapped permits are handled by the Division of Motor Vehicles, same folks who register cars. (Licensing bureaus are separate.) I picked up a simple form, Mom's doctor completed and signed it, I brought it back. We opted for a hang-tag instead of the special plate. The charge was nominal, as I recall. There is also an I.D. for the person certified as handicapped, which he/she is suppposed to carry. We "cheat" a little by using the hang tag when transporting Dave's mom, too -- she's certainly entitled to a permit, but we haven't bothered getting a second one. Mary Rack
