earch Act.  It was a landmark day for every person=0A=0Awho cares about P=
arkinson=92s, particularly those in the advocacy=0A=0Acommunity who made =
it happen.=0A=0A=0A=0AAs big a step as it is, however, passage of the Uda=
ll Act alone is not=0A=0Aenough.  The Udall Act authorizes (or approves) =
the increased research=0A=0Afunding, but it is up to Congress and the Pre=
sident to ensure that the=0A=0Amoney gets appropriated (or actually provi=
ded).=0A=0A=0A=0AOne way to do this is for the President to include speci=
fic and directed=0A=0Afunding in his fiscal year 1999 budget request, whi=
ch he is now=0A=0Apreparing.  Inclusion in the President=92s budget will =
give Parkinson=92s a=0A=0Aposition at the starting line of the 1999 budge=
t process, rather than=0A=0Aleaving us having to catch up to the rest of =
the field.=0A=0A=0A=0ARecognizing the importance of this early action, th=
e Udall Act=92s Senate=0A=0Achampions, John McCain (R-AZ) and Paul Wellst=
one (D-MN), have drafted a=0A=0Aletter to President Clinton urging him to=
 include full funding of the=0A=0AUdall Act as part of his fiscal year 19=
99 budget request (please see=0A=0Aattached draft).  Senators McCain and =
Wellstone are now circulating the=0A=0Aletter among their 64 Senate colle=
agues who cosponsored the Udall bill=0A=0Athis year and asking that they =
join in urging the President to fund the=0A=0AUdall Act.=0A=0A=0A=0AObvio=
usly, the greater the number of Senators signing the letter, the=0A=0Agre=
ater the show of Congressional and public support for Parkinson=92s=0A=0A=
research funding and the greater the impact on President Clinton.  This=
=0A=0Ais critically important to getting the needed resources into the ha=
nds=0A=0Aof Parkinson=92s researchers.=0A=0A=0A=0ABelow is a list of Sena=

=0AAs you know, this important provision authorizing $100 million for=0A=
=0AParkinson's research at the National Institutes of Health was included=
=0A=0Ain H.R. 2264, the FY98 Labor/HHS Appropriations bill which you sign=
ed=0A=0Ainto law on November 13, 1997.=0A=0A=0A=0AParkinson's disease is =
a cruel and debilitating disease which afflicts=0A=0Amore than one millio=
n Americans.  People afflicted by this dreadful=0A=0Adisease experience t=
remors, loss of balance and repeated falls, loss of=0A=0Amemory, confusio=
n, and depression.  Ultimately, this disease results in=0A=0Atotal incapa=
city for an individual, including the inability to speak.=0A=0AEach of th=
em lives with fear and frustration as they become prisoners=0A=0Awithin t=
heir own bodies, clinging to the hope that a scientific=0A=0Abreakthrough=
 may soon be discovered and they will be liberated.=0A=0A=0A=0AThe Udall =
provision will sustain the hope of the millions of Americans=0A=0Awho suf=
fer with this disease by increasing the federal govemment's=0A=0Afinancia=
l investment in Parkinson's research and allowing us to make=0A=0Asignifi=
cant scientific progress.=0A=0A=0A=0ARecently, our nation's scientists ha=
ve been making tremendous progress=0A=0Ain the field of Parkinson's resea=
rch.  In fact, there are significant=0A=0Aindications of a very strong po=
tential for major breakthroughs in=0A=0Aidentifying the cause and treatme=
nt of Parkinson's in this decade.=0A=0AAccording to a wide array of exper=
ts, we are on the verge of=0A=0Asubstantial, ground-breaking scientific d=
iscoveries regarding the cause=0A=0Aand potential cure of Parkinson's dis=
ease.  It is imperative that we=0A=0Aprovide funding for the Udall bill i=
n FY1 999 and give our scientific=0A=0Aresearchers the necessary funding =
and support to seize this rare=0A=0Aopportunity to beat Parkinson's.=0A=
=0A=0A=0AThat is why we supported the Udall Parkinson's Research Act and =
worked=0A=0Atogether for it to become law during the first session of the=
 105th=0A=0ACongress.  We urge you to include full funding for the Morris=
