New York City is different. It
recognizes no such credentials but its
own.  Stamped across
the ticket, which PVB now was returning
to Factor, were the words, "AN
OUT-OF-STATE DISABLED-HANDICAPPED PLATE
IS NOT VALID IN NEW YORK CITY."

"I got a ticket for using a handicapped
spot near Central Park. I fought it and
I lost. Another time, I parked in a
handicapped spot in Chinatown and got a
ticket.
"The Big Apple invites tourism, but if
you're disabled, maybe they don't mean
you," Elmer says.
