Clinton Seeks $170 Billion for Research

        "One of the chief beneficiaries of the research increases would be
the National Institutes of Health.  The Administration proposed increasing
the medical research agency's budget by $1.15 billion for the coming year,
bringing it to $14.8 billion (8.4% increase), and pledged to increase its
financing to $20 billion in five years (46% increase).

        'This is a budget in which everyone wins,' said Dr.  Harold Varmus,
the director of the institutes, because advocates for research into 'every
disease will see increases.'  The money will be used for more research into
cancer, diabetes, brain disorders, asthma and for developing a vaccine
against AIDS, he said.

        Dr. Varmus said $640 million of the money would go into new
researcher-initiated grants to study various diseases and medical
conditions.  The number of these grants fell to about 6,000 in recent
years, he said, but now will increase to about 8,300."


        At least, if all goes well, we will have a source of funds for the
Udall Law.
