Since it's a change in policy, and not a clerical etc. error, I doubt that appealing will do any good. Making noise in Congress might. An article in the KC Star recently seemed to say that if the doctor could come up with a reason OTHER THAN the blood draw for home health visit, the blood draw WOULD be covered as part of the visit.
