Plan Would Ensure HMO Patients Won't Be Denied Needed Health Care=20
WASHINGTON D.C. - Senator Tom Daschle joined President Clinton at the =
White House today to unveil a "Patients Bill of Rights" that would =
guarantee that the growing number of Americans in managed health care =
plans are not denied needed medical services.=20

Daschle said that the plan would ensure that the more than 60 million =
people enrolled in managed care plans in South Dakota and across the =
country can see the doctor of their choice. It would also ensure that =
patients can visit an emergency room in an emergency, and that consumers =
have the right to appeal an insurance company's decision to deny medical =
coverage.=20

"For most health plans, those rights are standard operating procedure. =
And in many states, they're already the law. But even in states that =
have health care consumer protection laws, millions of people remain =
vulnerable because their employer's plan is self-funded," Daschle said. =
"By passing a Patients' Bill of Rights -- setting national standards -- =
we can make sure that all Americans have the same right to health care, =
no matter what plan their employer chooses, how that plan is funded, or =
what state they live in."=20

Daschle was joined today in a special White House ceremony to endorse =
the plan by President Clinton and other leading Democrats. At this =
ceremony, Daschle expressed his commitment to ensuring that no one is =
denied needed health care.=20

"Today, three of every four working, insured Americans are in some sort =
of managed care arrangement. If you're not one of them now, chances are =
you will be soon, whether you get your health coverage through your =
employer or from Medicare," Daschle said. "We are not opposed to managed =
care. What we are opposed to is corporate rationing of health care and =
to HMOs cutting corners and denying needed health care in order to =
maximize their profits."=20

Daschle said that the Patients' Bill of Rights will create a national =
standard operating procedure that protects the rights of patients and =
prevents managed care plans from making life and death decisions for =
their customers.=20

"Democrats in the Senate have been working for some time on a Patients' =
Bill of Rights. We are encouraged by the bipartisan support this idea =
has already picked up in the House. We hope we will be able to build a =
broad coalition of support in the Senate as well," Daschle said.=20

"It's bad enough that there are now 41 million Americans without health =
insurance. But it's outrageous and intolerable that even people who have =
health insurance can be denied needed health care," Daschle said.=20

The Patients' Bill of Rights will be introduced early in the next =
session of Congress.=20
