May I also add: mail to your own Congressperson rather than to
someone else's is effective - they don't care about people who aren't
their constituents.

So what if you don't live in Porter's district, or in the district of
anyone on the Appropriations committees?  Do you have a relative or
friend who does and whom you can get to send a letter?

Porter represents the Illinois 10th Congressional district, which
includes the eastern half of Lake County as well as other suburbs of
Chicago in northern Cook County.
