Jerry, I know you are very busy, but I did not see an email address, so please
forward the following:  I am so sorry to hear about the suffering of your
father-in-law. Parkinson's is a terrible disease.  I hope I can be of some
help. There is a device, I have seen in use by people who have had their
larynx removed due to throat cancer, it is an electronic device that creates a
humming sound when switched on, the patient speaks, and the air from their
throat is able to modulate the humming sound and produce an understandable
voice. I don't know what the device is called, but I would expect that any
cancer organization could give you information about it.  Their are also
programs that can create a voice when text is typed into a computer, but the
person has to be able to type, and I don't know if this applies to your
father-in-law.
