The stamps are good for postage but not for full face value.  This is an
old idea.  It was done in Europe between World War 1 and World War II. I
believe they were called semi-postals. I know they were used in Danzig [now
a part of Poland -Gdansk].

I'm not sure if this has been mentioned before, but the Post Office has 40
cent stamps for sale that say "Breast Cancer.  Fund the fight, find a
cure."  They are used on first class mail and the extra 8 cents goes to
fund breast cancer research.

How do we go about getting something like this for PD?
