Translated literally from the Hebrew, the phrase means : to a good year.
 It is the equivalent to the English greeting : Happy new yrar.

Rosh HaShana literally means:  first of the year (ie  new year.)
Jubilee refers to 50 years.
Seven years is "sabbatical" from the same  root as "sabbath", meaning
seventh day.
