previous ban, put in place in 1988 under Reagan as a Health and
Human Services regulation, was lifted by Clinton.

* Human Embryo Research. The bill prohibits any human embryo research
funded by the federal government, regardless of whether the embryo
was specifically created for the research or not. Proponents of embryo
research point to a number of medical advances to which embryo
research is vital and argue that with this prohibition, future
advances may be lost. Opponents of embryo research argue that the
research is experimenting with human life and an attack on decency,
not to mention that it promotes the creation of a market of fertilized
embryos.
