November 3rd election and since.  Act again now in whatever ways you can to
stand up for what you believe in and against this terribly destructive
partisan abuse of law and government. The actions and information below were

If we don't act, the President will be impeached. The majority leadership is
trying to foreclose the option of censure. Without a censure option, many
moderates will be compelled to vote impeachment. If impeachment passes on
the House floor, the nation will be paralyzed for months as the President is

o Tell everyone you know about moveon.org and 1-877-TO-MOVEON. If you are a
member of any existing organizations that might mobilize their membership --
give those contacts special attention. This kind of networking is extremely
important.

o Call the Speaker of the House. The incoming Speaker of the House, Bob
Livingston, is really responsible for this process. If he lets his party
members vote their conscience, impeachment will probably die and members
will vote censure. If he continues to threaten the "full wrath of the
Republican party" to members who break ranks, the President will be
impeached on a purely partisan vote.

Use the 1-877-TO-MOVEON number to call Bob Livingston's office now. If the
toll free number is busy, call his office directly at 202-225-3015
(Washington office) or 504-589-2753 (local district office). Let his staff
member know (1) that you are opposed to impeachment and support censure, (2)
that you believe that your Member of Congress should be allowed to vote
his/her conscience, and (3) that you expect Congress to immediately "move
on" to important issues.

o Contact Swing Votes. There is a short list -- getting shorter all the
time -- of Members of Congress who are considered swing votes on
impeachment. Go to http://www.moveon.org/swingvotes.htm for a list of key
fence-sitting Members of Congress or see the info below.  Calls denouncing
impeachment and supporting censure could be very important in swaying fence
sitters, or in emboldening mavericks breaking party lines. Dial

signal. Start with Members of Congress in your state or region, and then
work down the rest of the list as far as you can get.

Urge them to serve as a  Profile in Courage.  It is high time GOP moderates
to liberate their party from the extreme right and to stand up for the
nation. Capitol Hill addresses are given below, as well.  Follow up the
calls with letters.Web pages are given as well, but using them for emailing
Congressmen must vault you through a sophisticated filter system. Phoning
and writing are most effective.

o Call Your Senators. If the House of Representatives votes to impeach, the
Senate will conduct a trial. We want Senators to pressure the House
leadership to put this issue to bed. Let them know their constituents care
about this issue. Use the 1-877-TO-MOVEON (1-877-866-6836) number to call
the two Senators from your state. Their site has a complete list of Senators
and direct phone numbers by state. Let the staff people know (1) that you
are a constituent , (2) that you are opposed to impeachment, and (3) that
you believe your Senator should do everything possible NOW to help Congress
avoid a distracting, divisive and ultimately meaningless trial in the
Senate.

Sample letter:
Dear Representative,

Soon, our country will face an historic vote about whether or not
to impeach the President of the United States over what many consider to be
a private matter.  Your vote may well determine the outcome, and thus, the
future course of our nation.  I therefore ask you to search your conscience
about the following matters before you vote.

Our country's entire system of justice is based on the ideal that
the individual is protected from unwarranted prosecution by the
government.  Yet we are embroiled in an investigation turned prosecution
which has ignored that basic tenet.  Illegally obtained evidence (Tripp's
tapes) provide the foundation for the entire prosecution. Those tapes led to
discovery in a dismissed civil case (which in the real world would be called
frivolous) which, although ruled immaterial, provided government prosecutors
the fodder to PURSUE A CRIME WHERE NONE HAD EXISTED. The same government
prosecutors then offered Monica Lewinsky immunity from prosecution at a time
when NO CRIME HAD BEEN COMMITTED.
Process does matter;  it is the very thing our ancestors fought and
died for some 222 years ago.

Setting that very important issue aside, let us examine the
ALLEGATIONS of perjury.  (A President, like any citizen of the United
States, is innocent until proven guilty.)
After careful examination of the testimony, we can clearly see that
both Lewinsky and the President agree that some kind of sexual activity did
occur, presumably oral sex.  They both agree that Judge Susan Weber Wright's
narrow definition of sexual relations excluded oral sex.  So the entire
allegation of perjury rests on whether Mr. Clinton touched Ms. Lewinsky in a
way intended to gratify her. She says he did.  He says he did not. No one
else was there to know.

So, in truth, the allegations of perjury rest on a case of "he said, she
said," in a case of consensual sex. Could a jury convict based on this
evidence?  Would a case even be brought to trial based on this evidence?

I ask you to carefully consider the impact your vote will have, not
just on the future of this presidency, but on every future presidency,
and more:  the legal precedents which are being set here will impact the
boundaries of criminal investigations of real people nationwide.

Therefore, I ask that you listen to the wisdom of the People of the
United States, and do your Constitutional duty:  Vote NO on impeachment.

Excerpts from a Commentary in this week's Newseek:
"Censure, and Move On" by Jonathan Alter

There was not much debate on impeachment at the Constitutional Convention,
but the gist of the argument is unmistakable. Impeachment, George Mason
proclaimed, was for "crimes against the state." In The Federalist No. 65,
Alexander Hamilton wrote that a clear sign of when not to impeach was when
the dispute between Congress and the president was "connected to
pre-existing factions," Old World parlance for "partisan."

The Constitution calls for impeachment for "treason, bribery or other high
crimes and misdemeanors." The "other" suggests that those crimes be on the
order of treason and bribery. Is Clinton's lying about whether he touched
Monica Lewinsky's breasts comparable to treason?

What about the oath members of Congress also take--to uphold the
Constitution? It demands not just fidelity to the truth but respect for
what's known as the "delicate balance" that makes our system work. Samuel
Beer, one of the most distinguished political scientists of this century,
had no doubts when applying a balancing test before the committee last week.
Clinton's offenses "don't begin to outweigh the enormous damage of removing
a president from office," he said.

Of course, the worst thing about impeachment is that it is being rammed down
the throats of the American people. Last month the electorate issued a clear
mandate against impeachment by upending 65 years of political tradition and
awarding congressional gains to the president's party in a midterm election.

In a democracy, such a mandate should be ignored only in cases of dire
emergency, when the president must be removed to protect the country. This
is not that moment. Impeaching a president without a consensus is like going
to war without a consensus--unhealthy, undemocratic and unlikely to result
in anything but years of painful recriminations that degrade our politics
and harm the nation.
