In Florida, plastic surgeons do the permanent makeup, or someone in their office while they supervise. I would guess that any doctor or hospital in your area could reccomend a good plastic surgeon. I believe it is a form of a tattoo they do. I would suggest to get reccomendations from other patients. Ken B
