Debbie, I am not medically qualified, in any way, but I am wondering why they could not make a collar or brace of some kind to help your mom? Is her head able to be moved back manually? Is it a muscle spasm that keeps it down? I don't think acupucture is harmful, but I also am curious how it would work to support her head. I hope you find the help she needs soon. Ken B
