BMJ, 1 May 1999, 1165 (news item): The director of the US NIH proposed a single electronic database called E-biomed, containing all biomedical literature, that would give free instantaneous access to all related research papers. Authors could publish their work on the Internet directly, with or without traditional peer review and printing in a scholarly journal.
