On Feb 20, 1999, The New York Times reported, in part:

Seven Republican Senators have written to Donna E. Shalala, Secretary
of Health and Human Services, to protest a ruling that permits Federal
financing of research into human embryonic stem cells, the primordial
cells from which all the body's tissues are derived.
The Senators' letter, announced on Wednesday, is separate from the
letter on the same subject organized by the House Pro-Life Caucus and
signed by 70 members of the House of Representatives, including most
of the House leadership. The House letter included eight Democrats.
The letter was signed by Senators Sam Brownback of Kansas, who
organized it, Don Nickles of Oklahoma, Jon Kyl of Arizona, Robert C.
Smith of New Hampshire, Jesse Helms of North Carolina, Michael B. Enzi
of Wyoming and John Ashcroft of Missouri.

Senator Arlen Specter, the Pennsylvania Republican who is chairman of
the subcommittee that sets biomedical research financing, is impressed
with the promise of the research.
Mr. Specter said this week that plans to award Federal money for stem
cell research should continue while the House letter to Dr. Shalala
was under consideration.
