There's something drastically wrong here, Hilary.
You have called upon your congressman,
the person who represents you in Congress,
who depends upon your vote to be elected,
and he (his staff) says, in effect,
"GOTCHA!"
Had this been some mindless bureaucratic clerk,
it could be understood
- perhaps.
But this was a representative of yours:
it can not be understood nor forgiven.
I'd say that Congressman Davies owes you one.
Maybe to help you fight the bureaucracy
Maybe to introduce a private bill to cover your unique case.
But he ought to recognize his commitment to his constituency
And undo the damage his employee has done.
Let's hope he recognizes his obligation.
