Hi Charlie, IMO the list is like a cruiseship with ONE captain. Passengers can get aboard if they want, but the captain determines the course. The captain has preset the course and makes the passengers aware of the route. Along the way small changes can be made but the main course cant be changed every time a few passengers want to. Because that would make the ship directionless. The passengers have to rely on the competence of the captain that the ship is cruising in the right direction, or leave the ship.
