A lot of this depends on the age of your computer. There are
Two clocks in the computer. A "Hardware Clock" which is in the
Bios and a "Virtual Clock" which is what the software uses. In
pre-mid 1997 computers, you will probably have to manually changed
the date in your Bios for it to "see" the year 2000. Also, you will
have to again manually set 2/29/2000 because some of the older computers
will not recognize that year 2000 is a leap year. The "hardware clock" is
independent of your operating system (Windows '95, '98) so the date has to
be set in both places.

So Yes, the reported "windows glitch" is there but it isn't new.
