Chris, Just out of curiosity, is the Administrator going to do anything about the Nurse? Also, have you and your sister talked to anyone about seeing if you could get shared Guardianship of your brother. That way if something similiar every happens again, the "person" would have to have approval from you and your sister... Another idea, is to have on file a list of people that your brother is allowed to leave with...along with description and Driver's license kind of like a lot of Child Daycare's do here in Texas to insure that no one kidnaps a child It sounds like he is one of the types that can get along fairly well but has to be monitored.
