TELMEX, the national phone company, is an internet provider with local numbers in (I believe) about 70 cities. If you don't live in one of those cities and aren't independently wealthy, forget about surfing -- long distance is quite expensive. There are also "internet cafe" type businesses in the good-sized cities (Xalapa, for example).
