As far as I understand it, the DEA is the Drug Enforcement Agency that controls the marketing of all drugs of abuse. Regulation of drugs is prescribed in the USP, the United States Pharmacopeia, a private non profit company financially supported by doctors and pharmacists. The rules stipulated by the USP are enforced by the FDA, the Food and Drug Administration, EXCEPT those drugs that are listed as those of abuse such as narcotics which are enforced by the DEA. The DEA is under the FBI and also enforces the ban of all illicit drugs. Michel
