From Taber's Medical Dictionary:
"Labile": Not fixed, unsteady; easily disarranged; rapidly shifting
and changing emotions.
"Emotional lability": Excessive emotional reactivity associated with
frequent changes or swings in emotions and mood.

I believe, in psychiatric jargon, it also means exaggerated response
to emotional stimuli, for example crying over spilled milk. The
opposite condition is called "flattening" and occurs in schizophrenics,
who are said to be emotionally "blunted".
