From Taber's Medical Dictionary: "Labile": Not fixed, unsteady; easily disarranged; rapidly shifting and changing emotions. "Emotional lability": Excessive emotional reactivity associated with frequent changes or swings in emotions and mood. I believe, in psychiatric jargon, it also means exaggerated response to emotional stimuli, for example crying over spilled milk.
