(see Washington Fax9/30/99) Rep. Jay Dickey, R-AR, the amendment's sponsor withdrew his rider to meet the broad request of House Majority Whip Thomas DeLay, R-TX, that no controversial amendments be tacked on to this spending bill. Dickey has indicated that he has no plans to offer the amendment when the bill reaches the House floor. Advocates of stem cell research say they believe they have "dodged a bullet" and that for the time being the tide of politics has switched to a more favorable flow for them by eliminating worry of an amendment to the existing spending bill.
