SPECIAL EDITION: Dickey stem cell amendment withdrawn

An amendment scheduled to be offered today at the full House Appropriations
Committee mark up of the FY 2000 Labor, Health and Human Services,
Education, and Related Agencies (L/HHS) spending bill that would have
prevented the National Institutes of Health (NIH) from funding research
with embryonic stem cells was withdrawn late last night at the request of
the House leadership. (see Washington Fax9/30/99)

Rep. Jay Dickey, R-AR, the amendment's sponsor withdrew his rider to meet
the broad request of House Majority Whip Thomas DeLay, R-TX, that no
controversial amendments be tacked on to this spending bill. Dickey has
indicated that he has no plans to offer the amendment when the bill reaches
the House floor.

Advocates of stem cell research say they believe they have "dodged a
bullet" and that for the time being the tide of politics has switched to a
more favorable flow for them by eliminating worry of an amendment to the
existing spending bill.

The Senate at this hour has set aside floor debate of its L/HHS bill and
turned to other matters.
